<p>Given an <code>m x n</code> <code>matrix</code>, return&nbsp;<em><code>true</code>&nbsp;if the matrix is Toeplitz. Otherwise, return <code>false</code>.</em></p>
<p>A matrix is <strong>Toeplitz</strong> if every diagonal from top-left to bottom-right has the same elements.</p>
